SPIE rolls out new network of Oscéa 64 electric charging stations

Saint-Ouen, 9 October 2025 SPIE CityNetworks, a French subsidiary of SPIE, the independent European leader in multi-technical services in the areas of energy and communications, in partnership with FLASH, has been selected by the Syndicat Territoire d’Énergie Pyrénées-Atlantiques to roll out the Oscéa 64 network. SPIE CityNetworks will install 658 charging points for electric vehicles in 138 municipalities in the region, thereby strengthening its commitment to carbon-free mobility at the local level.

A structuring project for electromobility in the Pyrénées-Atlantiques

With the aim of accelerating the development of electric mobility in the region, the Syndicat Territoire d'Énergie Pyrénées-Atlantiques, which represents 546 municipalities, launched a tender for a public service concession in the summer of 2024. The initiative aims to meet the needs of inhabitants and the many tourists who visit every year by equipping the region with new charging points for electric vehicles.

Selected in August 2025, the consortium formed by SPIE CityNetworks and its financial partner FLASH will ensure the roll-out and operation of 658 charging points throughout the Pyrenées-Atlantiques region in southwestern France. The Oscéa 64 network will also incorporate most of the 250 existing MobiVE network charging points in the region, bringing the total number of accessible charging points to over 900.

SPIE CityNetworks will be involved across the entire value chain for the implementation of the Oscéa 64 network, from design to operation, including the implementation study, installation, commissioning of new charging points, the incorporation of existing charging points and network maintenance via its local agencies in Dax and Serres-Castet. Thanks to its partner FLASH, the company also makes it possible for the Syndicat Territoire d'Énergie Pyrénées-Atlantiques to finance the infrastructure without any investment on its part.

A roll-out tailored to local uses

SPIE CityNetworks has ensured that it offers a public service to all the municipalities involved in this project, while supplementing the 2023 roadmap with updated demographic, tourism and daily traffic data for each local area. The Oscéa 64 network is also designed to complement areas already served by private operators. 

The charging points will offer chargers ranging from 22 kW to 300 kW to suit all uses, such as fast charging on main roads or slower charging at destinations. The roll-out programme design incorporates medium- and long-term statistical models to track how the fleet and consumer behaviour evolve over time. 

The Oscéa 64 network, whose name pays tribute to two local landmarks – the Pic du Midi d’Ossau mountain, a symbol of the Béarn region, and the Atlantic Ocean, a natural border of the Basque Country – will launch its first charging points in January 2026. The ambitious roll-out schedule of SPIE CityNetworks calls for the first phase of installation to be completed by 2028 and operation of the network for 15 years.


A turnkey service for users and local authorities

Drivers will be able to use the Oscéa 64 mobile app to locate charging stations, check availability and manage their charging. Payment is possible without a subscription, by bank card, mobile app or with recharge cards from the main operators on the market. A call centre dedicated to e-mobility, based in France and entirely managed by SPIE CityNetworks teams, will also be available.
